Topic 에는 Governments should spend money on railways rather than roads. 라고 도로보다 철도에 돈을 많이 쓴다고 되어있는데
Intro에서 While some may argue that governments should develop the infrastructure for road transportation in the future. 에는 정부가 도로에 발전을 기여한다는 식의 문장이 있어서 이해가 잘 안되요.. 답장 부탁드립니다

문제속에있는 주장은 '도로보다 철도에 더 많은 투자를 해야한다고했으니..', 그렇다면, 그 반대 주장은 '철도보다 도로에 투자를 더 많이 해야한다'는 주장이겠죠!
그렇게되면 문제에있는 주장을 Agree하는 입장과 Disagree하는 입장으로 나눌수있게되는데..만약, 본인이 문제속의 주장에 Agree하는 입장이라면,
(While some may argue that governments should develop the infrastructure for road transportation in the future,) I would say that building railways would be more useful for people than building more roads. 이렇게 입장정리를 할수있죠! Disagree하는 입장은 본인 필요에 따라서 써도 되고, 안써도 되기때문에 괄호속에 넣어 놓은거에요!
