Overall, it can be seen that taxis were the most used mode of transport, and thus saw the
highest spending, across all age groups, while expenditure on train usage decreased for

1. saw 논.. 왜 강의에서 "보였다"
로 해석된 건가요? seen 아닌가요?

members of the public " 가 decreasd 뒤에 나와서 헷갈리는데, "expenditure on train usage for
members of the public" 로 생각하면 되나요? 왜 굳이 도치된건가요??

지극히 writing task1 의 말투로 보면 됩니다.
여기서 saw 의 주어는 the data 또는 taxis 가 되며, 그 주체가 가장 높은 지출을 보았다 (보여주고 있다) 라는 개념으로 이용되었구요.
seen (수동적의미) 로 가려면, => the highest spending was seen in the data for taxis. 로 써야 합니다.
2. 여기서 for 의 의미(~를 위한) 로 포커스를 두자면,
expenditure on train usage for members of the public decreased
가 맞습니다. 정정하겠습니다. 양해 부탁드리구요 ^^
추가로 for => among 으로 바꾸면 둘 다 가능함을 알려드립니다.
