Some people's view - environmental problems need to be addressed on a global scale.

1. Environmental issues often require global cooperation.

2. Many environmental issues cross national borders. For example, air and water pollution can spread across borders.

Others' view - it is better to address them at the national level.

1. Environmental priorities vary by country, so policies should be tailored to local circumstances.

2. National governments are in a better position to implement and enforce environmental regulations, educate citizens, and promote sustainable practices.
