former view

1. Governments are elected to serve their own people first. Ensuring access to healthcare, education, employment, and public safety is their primary duty.

2. Many governments, especially in developing countries, struggle with budget constraints. Diverting funds to international issues might leave urgent domestic problems unresolved.

latter view

1. Issues like climate change, pandemics, terrorism, and migration do not respect borders. Ignoring them can directly affect a nation's safety and economy.

2. As members of the international community, governments have a duty to contribute to global peace, environmental protection, and humanitarian aid.
